The Governing Board of Kootenai County Emergency Medical Services (KCEMSS) is called "The Joint Powers Board" and is comprised of elected officials from Kootenai County, the City of Coeur d'Alene, Kootenai County Fire & Rescue, Northern Lakes Fire Protection District and Timberlake Fire Protection District. 

The current Joint Powers Board Commissioners are as follows:

COMMISSIONER LESLIE DUNCAN, CHAIRMAN - Representing the Board of County Commissioners

COMMISSIONER TOM LAPONSEY - Representing Kootenai County Fire & Rescue

COMMISSIONER WOODY MCEVERS - Representing the City of Coeur d'Alene

COMMISSIONER JIM WASHKO - Representing Northern Lakes Fire

COMMISSIONER JEFF WILKINS -  Representing all BLS agencies in the system
